Please be aware of the dimensions! 1.000, 1.750, 5.000 and 7.000 (right side of the picture) are vertical diameters not radii. The center line at the bottom shows the symmetry axis of the pulley.
You need to use trim and fillet commands. You may also use mirror and offset commands.
